President Sue Asp called the meeting to order at 2:30 P. M.  She introduced the newly elected members of the PSA Executive Committee.

Members Present:   Marian Baer, Anne Williams, Sue Asp, Debbie Saine, Sandie Loyer, Karen Less, Richard Smith, Sarah Loudermelk, Harry Cooke, Doug Allen, Connie Frye, Donna Trado

Statewide Meeting of Professional Staff Groups:   LaDonna Goodson reported that this meeting was held with presidents of other community college professional staff organizations as well as representatives from statewide professional organizations on October 2, 2000, in response to our PSA membership at the July 20, 2000, general meeting requesting the CVCC PSA Executive Committee initiate such a meeting.
Representatives attending were Teresa Biggs, President, NC Council for Officers of Resource Development from CVCC, B. Townes, President Public Relations and Marketing from Wilkes CC, Harry Cooke, representative, NCCC Learning Resource Association from CVCC, and  Betty Brame , vice-chairperson, and Pat Riley, representative, from the Staff Council at Wilkes CC.  Also invited but unable to attend were representatives form NCCC Adult Educators Association, NCCC Student Development Personnel Association, and Community College Planning and Research Organization.

The representatives expressed a positive interest in forming a statewide community college staff organization similar to the statewide faculty association which with combined numbers has been able to greatly influence state legislators.  A primary issue discussed was definition of the membership of this association which the group felt should be open to full time and part-time non-curriculum teaching staff.  LaDonna commented that this organization should be inclusive and not exclusive so faculty associations should be allowed to join if they so choose. It is obvious to the CVCC PSA membership that the power to change things with the legislators is numbers so uniting statewide with as many staff organizations as possible is the key to influencing the legislature.

A survey form developed by Anne Williams was sent to poll each community college as to the existence of any non-faculty employee association on campus and to identify either its contact person or the human resource director at each location.  Sue reported that nine responses to the survey had been received so far.

Doug Allen reported that a NCCC Student Development Personnel Association task force had drafted a resolution regarding pay equity.  He encouraged us to jump on to this bandwagon and join forces with this organization in this endeavor.  The president, Janice Reeves, from Alamance CC is willing to schedule a meeting to accomplish this as soon as it is convenient for her.

Our membership was encouraged to discuss these matters when they attend their individual associations to get those members involved in this effort.   Most of these associations already have some structure in place from where they can levy support, so  annually, push these issues with them.

Harry Cooke suggested local legislative representatives be invited to a luncheon here at CVCC and courted for their support for our issues locally and statewide.

LaDonna Goodson will continue to spearhead efforts to contact presidents of various state staff associations in order to establish further interest in this union and to possibly schedule another meeting.  She stated that the NCCC Adult Educators Association has chosen not to participate.

It was further suggested to market these efforts via web sites and e-mail.

Sue thanked LaDonna Goodson for pioneering these efforts and Anne Williams for creating the survey.  She also informed  us that during the business meeting of the NCCCAEA that she had had announced this opportunity to the membership at large of that organization.

It was suggested that the Southeastern Regional Education Board track non-faculty salaries as well as faculty salaries.

Pay Equity Strategies Task Force:   Karen Less, chairperson, recognized Doug Allen, Anne Williams, and Connie Frye who served on this task force with her.  Their task was to suggest strategies the PSA could use to obtain pay equity with faculty.  She recommended that the group approve the six strategies presented.  Anne Williams asked that strategy number one be amended to read "guidelines for PSA to implement," and LaDonna Goodson requested that amendment number six to change wording to just staff.  Harry Cooke moved these strategies be adopted. Sandie Loyer and Richard Smith seconded the motion.  The motion passed unanimously.
It was suggested that a time line to implement these strategies should probably be devised.

Professional Development Planning Committee:   Member Doug Allen serving on this college wide standing committee reported that a schedule and calendar of these activities are now available through in  house web page.  Two opportunities for professional development will occur in January.  January 2, 2001, will be geared primarily toward faculty, such as classroom skills, retention, and legal issues.  January 15, 2001, will address entire faculty and staff needs, such as teamwork, dealing with difficult people, Power Point, business writing, stress management, legal issues for staff, and grammar review.  Participants of  both sessions will have three forty-five minute sessions they may choose to attend.  He stated the committee welcomes any suggestions for future workshops.  Sarah Loudermelk suggested cultural diversity, Donna Trado suggested customer service training via FISH video as topics.  Doug also asked for anyone of the membership to suggest keynote speakers for future sessions.  Also, IAAP is planning to host Success Express in CVCC Multipurpose Building , and college personnel will be allowed a cut rate for admission.

Louise Garrison announced that Tier A monies are still available.

State Instructors Conference:   Anne Williams reported on content of this conference and her contact with Jim Davies, president, NCCC Faculty Association, Martin Lancaster, president of NCCCS, and Herman Proctor, chairperson, NCCC State Board of Education.  NCCCFA is emphasizing to legislators the need for a 13% pay raise for faculty to increase their salaries to SREB average and national average.  They have been successful because they have enlisted other players in their efforts so that they can present a more global thrust  to push issues that would enrich and improve the entire system, not just pay equity.  There are 5500 potential members for this organization:, however, they  only have 800  participating members with a goal to obtain at least 2000 members. Mr. Davies stated that the NCCCFA would not be interested in joining a statewide employee association for fear it would decrease their efforts.  Anne learned that NCCCS has commissioned a study of faculty salaries for the legislature.  She suggested to Mr. Porter that it look at all community college salaries. She encouraged the membership to continue to write letters to influence local and state legislators.

Another issue discussed at the conference was the performance measures being instituted for 2001-2002, and our members were reminded to attend a related telecourse to be held in the auditorium at 3 P.M. on October 31, 2000.

Letterhead Logo:    Sue Asp asked the membership to suggest a design for the PSA letterhead logo and submit these to her by November 30, 2000.  It was discussed that the wining design's author possibly be awarded a one-year free membership in PSA as a prize.

Vacancy:   The president announced the resignation of Kathy Harris, member-at-large, from the PSA Executive Committee.  She has taken another position with the college which now makes her ineligible for membership in the PSA.  Sue asked the membership if anyone is interested in assuming this position to notify her or to suggest a good candidate for this postion.

Other Remarks: Harry Cooke showed the members the new college identification card and mentioned that it can be used for 10% discounts at Subway and Fuddrucker's.

Connie Frye suggested in order to recruit eligible members to attend our meetings that everyone present today invite an absentee or a non-participating member to the next general meeting to be announced.

There being no further business, the meeting was adjourned.
