Our NC State Legislature has established a RESIDENCY DETERMINATION SERVICE (RDS) which will serve as the single authority for determining whether a student qualifies for in state tuition. Community Colleges will no longer be able to determine residency status for students or make any changes in residency status.
This determination is made when students complete the online Application for Admission to every NC community college and NC public university. One way to ensure NC residency is validated as "in state" is to have a valid North Carolina driver's license.
North Carolina has put in place a system of "cross checking" with other state and federal databases to ensure a student is a NC state resident for tuition purposes. If it is determined that a student is not a state resident, the student's initial out of state classification will result in additional tuition and fees to be paid until the student satisfies NC residency with the RDS in Raleigh.
The validation process may take 48-72 hours during routine times. The beginning of school, holidays and other major events will result in longer wait times for validation.
Catawba Valley Community College will assist students with email contacts to the RDS when issues arise, but it is the student's responsibility to work with RDS and comply with their requests when attempting to validate NC residency. Until CVCC receives notice from RDS a student status has been changed to in state, the out of state charges will stand.
RDS does not apply to students in the Career & College Promise (CCP) Program or Cooperative Innovative High School students at CVCC.
